Horowitz,tried to help our city he seen a vision unfortunally it failed! like so many of us. Troy will never do better unless we get more middle class and thats not happening we are sprialing downward rock bottem is almost here.WELFARE,SOCIAL SERVICE,SEC#8,ugly building W/rotten tenants.pitbulls,nyc drug dealers this is troy!!

Looks like to me, Mr. Horowitz has no intention of being a real busniess man and has left a shamble of any one and any place that he has been connected with. Why did Code Enforcement give such wide latitude to someone who hasn't even payed his Troy taxes? What took Code Enforcement so long to take action? Why no fines? what about the other builings Horowitz owns? Is code enforcement looking into the public health and safety issues of those buildings?

It's been a month since code enforcement shut down the buildings. Is code enforcement inspecting Horowitz's other properties? Or reinspecting?
